How the Flagler County Tax Collector Budget Works

The Flagler County Tax Collector operates as a fee-based constitutional office. Our annual operating budget is funded through statutory fees and commissions established by Florida law, rather than through a direct appropriation from the County Commission.

Revenue is generated from a variety of services provided by our office, including motor vehicle and vessel transactions, driver license and identification card services, business tax receipts, hunting and fishing licenses, and commissions earned for collecting property taxes and other revenues on behalf of the various taxing authorities.

Each year, the Florida Department of Revenue reviews and approves our operating budget to ensure expenditures are reasonable, necessary, and in compliance with Florida law. This independent oversight helps ensure transparency, accountability, and responsible stewardship of public funds.

Annual Budget Process

1. Budget Development

Each year, the Tax Collector prepares a detailed operating budget based on the resources needed to efficiently deliver services to the residents of Flagler County.

2. Budget Submission

Florida law requires the proposed budget to be submitted to the Florida Department of Revenue no later than August 1.

3. State Review & Approval

The Department of Revenue carefully reviews the proposed budget and may modify it before granting final approval to ensure compliance with Florida law.

4. Fiscal Year

The approved budget becomes effective on October 1 and remains in effect through September 30 of the following year.

5. Budget Management

Throughout the fiscal year, expenditures are carefully monitored to ensure the office operates within its approved budget while continuing to provide excellent customer service.

6. Year-End Distribution

At the end of the fiscal year, any unspent revenue remaining after authorized operating expenses have been paid is distributed in accordance with Florida law to the appropriate taxing authorities and government entities.
